Joint U.C.C. Appeals Board

Following the adoption of the Pennsylvania Uniform Construction Code (UCC) by the State Legislature in 2002, the Township Board of Supervisors established the a regional Joint UCC Board of Appeals to serve as a judicial board responsible for hearing appeals of the Township's Building Code Officials' determinations on matters concerning building construction, structures and the general health, safety and welfare of the community under the UCC and the Township's respective codes related to building and property.     

The Building Code Board of Appeals is comprised one member from each municipal member, each of whom are qualified to serve by virtue of their training and experience on matters pertaining to building construction (e.g. licensure as an architect or engineer, experience in the construction industry, or training or experience as an inspector or plan reviewer). Each member is appointed by the Board of Supervisors of their respective Township.

Planning Commission

The Lower Towamensing Township Planning Commission meets monthly at the Lower Towamensing Township Municipal Building. The Planning Commission meets at 7:00 p.m. on the second Thursday of each month, with the exception December. It is the responsibility of the Planning Commission to review subdivision plans and make recommendations to the Board of Supervisors on waivers for land development and subdivision plans. The Commission also is responsible for advising the Supervisors for updating the Township's Comprehensive Plan, Zoning Ordinance, Subdivisions and Land Development Plan, and any other pertinent planning objectives and goals regarding land use and development within the Township.

All of the members of the Planning Commission give their time freely and are sincerely appreciated for their efforts to better our community.

Recreation Board

The Lower Towamensing Township Recreation Board is a 7 member advisory board that provides the Board of Supervisors with recommendations on recreation facilities, programs, and community needs. The Board meets February through November on the first Thursday of each month. We currently have several vacancies on the Board. If you are interested in serving you can contact the Township office or attend one of their monthly meetings.

Zoning Hearing Board

The primary purpose of the Zoning Hearing Board (ZHB) is to help assure fair and equitable application and administration of the zoning ordinance by hearing appeals from the zoning officer's determinations and by granting relief from the literal enforcement of the ordinance in certain hardship situations. The right to appeal for relief is an important step in insuring that due process is followed.

Since the board has no legislative or enforcement powers, it cannot make nor modify zoning policy. It is a quasi-judicial body; that is, its powers are to some extent judicial in nature. The board schedules hearings on applications and appeals that come before it, takes evidence, and issues written decisions with findings of fact and conclusions of law. A ZHB must limit its scope of activities to those permitted by the Pennsylvania Municipalities Planning Code (MPC) and by the local zoning ordinance.

The zoning hearing board has the power to assure the fair and equitable application of the zoning ordinance. It is an extremely responsible position, one that plays an important role in the growth and development of our community.
